Thông cáo Báo chí: công an vi phạm pháp luật khi cấm Linh mục Giám tỉnh DCCT xuất cảnh

VRNs (12.07.2011) – Sài Gòn – Truyền thông Chúa Cứu Thế Việt Nam tuyên bố:

- Việc Công an thành phố HCM không cho Linh mục Giám tỉnh xuất cảnh là hành vi công khai xâm hại đến quyền tự do tôn giáo của người hoạt động tôn giáo chuyên nghiệp.

- Công an thành phố HCM đã đối xử bất công với Linh mục Giám tỉnh DCCT VN, có dấu hiệu lạm dụng quyền hành để đàn áp tôn giáo.

- Nhân dân Việt Nam đóng thuế nuôi dưỡng ngành Công an không phải để nhận lại sự đàn áp và đối xử bất công như thế này.

Press Release: Vietnamese Police putting a ban on the exit of the Provincial Superior of the Redemptorist Province of Vietnam

VRNs (13.07.2011) – Vietnam Redemptorist News declares:

- The fact that the Police of HCMC forbid the Provincial Superior of the Redemptorist Province of Vietnam to leave Vietnam is the obvious violation against the religious freedom of the religious activist.

- The Police of HCMC have unfairly treated the Provincial Superior of the Redemptorist Province of Vietnam. They have shown a sign of the abuse of power to oppress the religion.

- The Vietnamese people to pay taxes to support the Police not to get the oppression and unfair treatment like this.

Re: Vietnamese Police putting a ban on the exit of the Provincial Superior of the Redemptorist Province of Vietnam.

On Sunday afternoon, July 10th 2011, at Tan Son Nhat Airport, Saigon, Vietnam, the Police of HCM City, Vietnam, took a minute to forbid Reverend Vincent Pham Trung Thanh, the Provincial Superior of the Redemptorist Province of Vietnam, to leave Vietnam.

In the minute taken at Tan Son Nhat Airport at 14:50, July 10th 2011, the reason for the ban is not clearly given. It is only put it this way:

“Based on:
- Decree 136/2007/ND-CP issued on August 17th 2007 by the Government of the Republic Socialist of Vietnam.

We decide:
- To take a minute about the finding of a person who is not allowed to leave the country.
- To ask the person concerned to contact the HCMC Police for solutions.”

This is a casual action with a sign of violation against Decree 136/2007/ND-CP itself:

- Article 22 of this decree allows only Investigative agencies, procuracies, law-courts (item a), ministers, heads of ministerial-level agencies (items 1.b, c, d), Heads of the Ministry of Public Security’s immigration control agencies (item 1.e) to make decisions not permitting a Vietnamese citizen to leave the country and shall make written notices. However, on July 10th 2011, the police of Tan Son Nhat Airport did not present any written documents to cancel the exit of the Provincial Superior of the Redemptorist Province of Vietnam.

- Article 22 of Decree 136/2007/ND-CP also says, “An agency that makes decisions not permitting a citizen to leave the country shall notify in writing the citizen thereof, unless it is necessary to be kept secret for criminal investigation or security purposes.” (item 3). Up to now, July 12th 2011, the Provincial Superior of the Redemptorist Province of Vietnam has not received any written documents from one of the above agencies noticing that he has been forbidden to leave the country.

- Up to now, the Provincial Superior of the Redemptorist Province of Vietnam has not been summoned or inquired about any violations against the administrative, civil and criminal laws by any agencies, even the police investigative agencies.

- The purpose of the travel to Singapore this time of the Provincial Superior of the Redemptorist Province of Vietnam is to carry out the religious mission in the Redemptorist Conference of Asia-Oceania, from 11th to 13th July, 2011.

Therefore, Vietnam Redemptorist News declares:

- The fact that the Police of HCMC forbid the Provincial Superior of the Redemptorist Province of Vietnam to leave Vietnam is the obvious violation against the religious freedom of the religious activist.

- The Police of HCMC have unfairly treated the Provincial Superior of the Redemptorist Province of Vietnam. They have shown a sign of the abuse of power to oppress the religion.

- The Vietnamese people to pay taxes to support the Police not to get the oppression and unfair treatment like this.

The Congregation of the Most Holy Redeemer was established in Vietnam on November 30th 1925. Now there are more than 300 Redemptorists working from Cao Bang – Lang Son to Kien Giang. The mission of the Vietnam Redemptorists is to evangelize the poor and the most abandoned, to stand by the poor and to protect the poor who are unfairly treated. For the past four years, as the Superior of the Redemptorist Province of Vietnam, Reverend Father Vincent Pham Trung Thanh has been loyal to this mission; and the way of working for the poor of the Redemptorists lead by the Provincial Superior has been supported by more than 300 Redemptorists, and many Catholics, priests and religious of Catholic dioceses in Vietnam, religious orders as well as the people who love and seek justice and peace.
